Core Principles

Neutrality & Non-Partisanship Observers must not be members or active supporters of political parties while on duty.
Impartiality Treat all stakeholders equally.
Objectivity Report facts and evidence only.
Non-interference Do not obstruct voters or officials.
Confidentiality Handle sensitive mission information appropriately.

Code of Conduct (summary)

Observers sign a Code of Conduct before deployment. They must:

  • Wear accreditation
  • Follow EMB regulations
  • Respect voter privacy
  • Avoid political activity
  • Submit accurate reports

Breaches can lead to disciplinary measures.

Security & Safety

Observers must prioritise personal safety, avoid confrontations, and follow evacuation procedures if required. Supervisors maintain emergency contacts and ensure communication channels are functioning.
