EHORN’s regional election observation manual is designed to support observers and mission teams with practical operational guidance, ethical standards, and reporting tools required for credible observation.

On behalf of the East and Horn of Africa Election Observation Network, this manual helps equip observer teams with the standards, templates, and professional guidance needed to carry out effective regional missions.

Founding and membership

Established in 2013, EHORN brings together member groups from Kenya, Uganda, Tanzania, South Sudan, Sudan, Ethiopia, Somalia, and Burundi. Membership is drawn from civic organisations with experience in election observation and civic engagement.

Organisational structure

Governance is led by an Executive Council, while operational work is coordinated through a Secretariat, regional coordinators, mission leads, ICT and ESR teams, field supervisors, and country taskforces that support deployment and local coordination.

EHORN promotes inclusive, transparent, and accountable electoral processes through observation, reporting, technical cooperation, and impartial public engagement.
