The Election Situation Room is a virtual coordination resource that helps paint a credible picture of developments during an election. It draws on information voluntarily shared by member organisations, country forum actors, and publicly available or crowd-sourced information, which is then verified, analysed, and organised to support peaceful, informed, and accountable electoral processes.
Core purpose of the ESR
The ESR helps mission actors understand what is happening on the ground, while respecting national context, host-country leadership, and the sovereignty of the state where elections are taking place.

How the ESR works
The ESR combines multiple information streams to build a clearer and more balanced picture of election conditions.
Voluntary field information
Member organisations and country forum actors may share structured updates, observations, alerts, and verified field reports based on their local presence and knowledge.
Public and online information
The ESR may also review publicly available online information, including crowd-sourced updates, open-source content, and emerging reports that help indicate developing trends.
Verification and analysis
Incoming information is reviewed, cross-checked where possible, classified, and organised to show patterns ranging from calm and peaceful participation to tension, incidents, or violence.
Leadership model
The ESR leadership approach is flexible and sensitive to context, allowing for either host-country leadership or secretariat-led coordination depending on the environment.
Where collaboration is open and seamless
In contexts where collaboration is possible and the operating environment is open, the host-country member organisation or country forum takes the lead, with support from the EHORN Secretariat. This respects local ownership, context knowledge, and national leadership.
Where the environment is constrained or hostile
In more difficult contexts, where local coordination may be constrained by risk or limited civic space, the EHORN Secretariat may take a stronger coordinating role in consultation with available partners, while continuing to respect national sensitivities and the security of local actors.
