Diplomatic approach: In full recognition of state sovereignty, the ESR operates as a support mechanism that works in collaboration with the host-country member organisation or country forum whenever conditions allow. Its role is to help consolidate verified information, facilitate responsible situational awareness, and support coordinated regional understanding rather than interfere with domestic processes.

Where collaboration is open and seamless

In contexts where collaboration is possible and the operating environment is open, the host-country member organisation or country forum takes the lead, with support from the EHORN Secretariat. This respects local ownership, context knowledge, and national leadership.

Where the environment is constrained or hostile

In more difficult contexts, where local coordination may be constrained by risk or limited civic space, the EHORN Secretariat may take a stronger coordinating role in consultation with available partners, while continuing to respect national sensitivities and the security of local actors.
