ESR Purpose & Structure
The Election Situation Room (ESR) is the nerve centre for mission operations. It receives incoming reports, verifies incidents, maps hotspots and coordinates escalation with liaison desks and communications.
Key ESR Desks
- Data Desk: logs and timestamps incoming reports.
- Mapping Desk: visualises incidents geographically.
- Liaison Desk: communicates with EMBs and security actors.
- Communications Desk: drafts approved messaging and briefs.
Social Media Monitoring (SMM)
SMM teams monitor platforms, flag potential threats or misinformation, capture metadata and screenshots, and forward verified items to ESR for action. SMM must preserve evidence and follow privacy/ethical guidelines.
