Principles & Frameworks

Global, continental and regional normative anchors for observation.

Global Principles

EHORN aligns with international standards on non-partisan observation, including the Declaration of Global Principles for Nonpartisan Observation (GNDEM). Observers must maintain impartiality, base findings on systematic evidence, and protect citizens’ rights.

Continental & Regional Frameworks

The African Charter on Democracy, Elections and Governance (ACDEG) and regional frameworks (EAC protocols and guidelines) provide obligations for states and norms for observation missions, including access for observers and protection for civic space.

Core Principles of Observation

  • Impartiality: Treat all actors equally and avoid partisan alignment.
  • Non-interference: Do not disrupt electoral processes or influence voters.
  • Objectivity: Report verifiable facts and avoid speculation.
  • Confidentiality: Handle sensitive information through mission channels.
  • Freedom to report: Uphold the right to publish evidence-based findings.
