Foreword
On behalf of the East and Horn of Africa Election Observation Network (EHORN), we welcome you to this regional election observation manual. The manual supports the work of observers and mission teams, providing operational guidance, ethical standards and reporting templates required for credible observation.
Overview
EHORN is a regional network of citizen observer organisations working to strengthen democratic processes and electoral integrity across East and Horn of Africa. The network supports member organisations with technical assistance, joint missions, and capacity building.
Core Objectives
- Capacity strengthening – institutional & technical support for members.
- Solidarity and partnership – cross-border cooperation and peer learning.
- Research and advocacy – evidence-based recommendations and reform tracking.
Founding & Membership
Established in 2013, EHORN includes member groups from Kenya, Uganda, Tanzania, South Sudan, Sudan, Ethiopia, Somalia and Burundi. Membership is drawn from civic organisations with experience in election observation and civic engagement.
Organizational Structure
Governance is led by an Executive Council; operational work is coordinated through a Secretariat, regional coordinators, mission leads, ICT and ESR teams, and field supervisors. Country taskforces support localized operations during deployments.
Mandate
EHORN promotes inclusive, transparent and accountable electoral processes. It deploys observation missions to monitor compliance with national laws and regional commitments, and to issue impartial findings and recommendations.
