Key Roles
- Field Supervisors: coordinate local deployment, brief observers, collect checklists and escalate incidents.
- Stationary Observers: stay at assigned polling station and complete detailed checklists.
- Roving Observers: visit multiple stations and submit rapid updates.
- Social Media Monitors: monitor digital platforms and forward verified incidents to ESR.
- Election Situation Room (ESR): verify, classify and coordinate responses to incoming reports.
Pre-deployment & Election Day Timeline
-4 weeks: recruitment and training begin.
-2 weeks: simulation exercises and briefing.
Election Day (05:30): observers arrive, observe opening, voting and counting.
End of day: submit checklists and ESR prepares preliminary findings.
Reporting Flow
Observers submit checklists and incident reports to Field Supervisors who consolidate and forward verified reports to ESR. ESR logs, maps and classifies incidents, and prepares real-time briefs for mission leadership.
